Fostering Dialogue in Lithuania: Lessons from Finland’s National Dialogue

In recent years, societal polarisation has become increasingly apparent. People with differing opinions often avoid dialogue, and attempts to discuss sensitive topics can quickly escalate into conflicts, deepening divisions and weakening trust in democratic processes. To address rising polarization, the Nordic Council of Ministers Office in Lithuania, together with its partners, has joined a project to promote open and constructive dialogue within local communities.

The project is inspired by the method developed by Finnish philosopher Kai Alhanen and the Finnish National Dialogue initiative. This approach creates a safe, structured space for small-group discussions. Participants freely explore relevant topics while a moderator and a secretary record key points without intervening. The method has been successfully tested in Finland at both local and national levels, helping participants understand opposing views and build trust within communities.

Project goals

  • Train moderators capable of facilitating community dialogues.
  • Promote dialogue sessions across municipalities in Lithuania.
  • Actively engage community members in discussions, fostering citizen participation.

How the project works

Currently, 20 participants from the public and NGO sectors in Lithuania are being trained in the methodology. They study Finland’s National Dialogue experience, learn best practices, and prepare to run pilot dialogue sessions in local communities. This hands-on training equips participants with practical skills while contributing to the development of a culture of dialogue in Lithuania.
