Renginio tikslas – skatinti įgyvendinti Neįgaliųjų teisių konvenciją, ypač pasirinktose srityse, kuriose susiduriama su bendrais iššūkiais. Konferencijos metu bus pristatyta Šiaurės ir Baltijos šalių bei kitų Europos šalių patirtis ir pavyzdžiai. Bus aptariamos tokios temos kaip paslaugos ir kitos prielaidos, sudarančios sąlygas savarankiškam gyvenimui, pavyzdžiui, deinstitucionalizacija plėtojant paslaugas vietos bendruomenei ir remiamas sprendimų priėmimas.
