The programme offers financial support to carry out study visits, training, meetings or participation in events and meetings organized by Nordic organizations and institutions.

Nordic Organisations’ and Institutions’ Mobility programme – NOIM is administered by the Nordic Council of Ministers Offices in Lithuania,  Latvia, and Estonia.

NB: Applications are accepted all year round.

Programme goals:

  • To contribute to the implementation of the strategic priorities of the Nordic Council of Ministers VISION 2030
  • To stimulate knowledge exchange and exchange of good practices with Nordic institutions, organizations and experts
  • To promote network cooperation of similar institutions and organizations in Lithuania and the Nordic countries
  • To support multi-level governance and cross-sectoral cooperation, partnership between research institutions, societal organizations when discussing policy decisions
  • To enhance capacity building of local and regional authorities
  • To support equal participation from the gender perspective, and encourage young professionals to be involved into the cooperation

Who can apply?

NOIM is open to individuals or groups of Nordic and Baltic:

  • Institutions and organizations of all administrative levels (state, county, regional or local level)
  • Staff of research institutes
  • Representatives of NGOs or NGO networks
  • Public institutions (VšĮ)

Applicants should have a good working knowledge in English. English is the working language of all programme documents (the correspondence with the receiving institution, the application, reporting, confirmation letters, others).

Funding

Eligible activity types for funding:

  • Study visits
  • Participation in meetings, conferences, training workshops that are organized by or in cooperation with the Nordic institutions and organizations;network activity, such as seminars and workshops with the aim to strengthen cooperation within the priority areas of the programme
  • Participation of representatives of Nordic institutions and organizations at the meetings and events taking place in Lithuania

Eligible costs:

  • Travel expenses (economy class)
  • Travel insurance
  • Accommodation and daily allowance (the total being max. 160 EUR per person a day)
  • Potential participation fee of a maximum of  200 EUR per person per event

Programme funding can cover up to 70% of the total budget, in cases when civil servants from the national or municipal authorities, also staff members of research institutes or Nordic institutions, participate in the activities. The expenses of representatives of NGOs are funded 100%.

Payroll costs, interpretation, translation, rental of premises, purchase of equipment cannot be covered by the scheme.

Application and assessment criteria

  • Group Participation: Representatives from a single institution or a mixed group of partners can participate, with a maximum group size of 2-8 persons.
  • Cooperation Confirmation: When submitting documents, provide confirmation of established contacts or an invitation to participate in organized activities. This confirmation is also necessary when inviting representatives from cooperating Nordic institutions to Lithuania.
  • Co-funding Confirmation: Submit a confirmation from the sending institution stating that at least 30% of the budget is co-funded (not required for NGOs).
  • Registration Confirmation: Provide written confirmation of registration at the event or training from the accepting institution. An email confirmation of registration is also acceptable.
  • Activity Purpose: Activities funded by the program should aim to establish long-term cooperation or initiate networking for joint activities or regional projects with Nordic institutions and experts.
  • Visit Duration: The duration of visits should be 1-2 weeks for internships or 3-7 days for events. Eligible activities include participation in conferences, projects, seminars, workshops, and meetings organized by Nordic institutions or equivalent institutions and authorities in the Baltic countries. To support the establishment of networks or strengthen cooperation, priority should be given to internship schemes over one-off activities and those that are part of larger projects.

Funding decisions will be made by the Director of the Nordic Council of Ministers Office in Lithuania and communicated within 2 weeks of application submission. All applicants will receive notification of the decision via email.

Applications and supporting documents (scanned PDF) must be submitted via email to the programme coordinator. A grant agreement will be signed by the sending institution or organization.

All programme participants are required to report on and evaluate their experiences. The report must be submitted no later than 30 days after the completion of the mobility activity or the end of the project.
